As long as it has enough power to get up to 70mph and is stable at speed, (i.e. not a 49cc Baby Vespa), then you should be just fine. Only problem I see is that scooters are smaller and cages notice them even less than motorcycles, plus they can't accelerate out of their own way, and lastly the people who are riding them wear ZERO gear most of the time (not even a helmet), and have no experience riding on two... so usually I see them as accidents waiting to happen. I'm sure you're different because you ride, I'm just stating what I witness in general.
